タバコの喫煙・購入の
最低年齢を設けている国々の例
タバコに関する規制は様々あります。他の国のタバコに関する規制を知ることは、我が国のタバコ規制がどうあるべきかを考える際に参考になると思います。
以下に示す一覧表は、参考資料から主に法的にタバコの喫煙・購入が認められる最低年齢に関する記述を中心に、他は小生が興味を覚えた規制などをピックアップしてまとめました。
あらかじめお断りしなければならないのは──
(1)各国の規制はピックアップしたもので、全てではありません。
(2)参考資料、和訳に過ちが含まれている可能性があります。
(3)法律等の改正のため、古くなったデータが入っている可能性があります。
また、例えば "cigarette"(シガレット)と言った場合に、植物としての「タバコ」の葉を利用した広義のタバコ製品一般を指すのか、「紙巻きタバコ」のみを指すのか、厳密には判別がつかない事が多く、それぞれの国で "tobacco(タバコ)" "cigarette(シガレット)" "cigar(シガー)" などの用語が使用された場合、原典のまま英語表記としたり、広義の「タバコ」と判断される場合には(主観的な判断ですが)「タバコ」としました。
「未成年」と訳される "Minor" に関しても、日本では「成年」「未成年」の別で飲酒・喫煙の可否が決定しますが、他の国では、飲酒、喫煙それぞれに成年・未成年の別とは関わりない年齢を設け規制している場合があり、注意が必要です。例えば米国では18才未満が法的に「未成年 (minor)」ですが、飲酒に関しては21才未満に禁止しており、このような場合には、規制年齢に達しているか否かに着目し "legal drinking" "underage drinking" などと表現されています。
